Here is a link to v10 of the ITC Proposed Public Private Partnership with the Department's of Transportation for each State wherein we are legally obligated to pay 50% of our net to the Public side.  As we talked about in person, this 50% is split into four wherein a quarter goes directly to the Federal Treasury, a quarter goes directly to the State Treasury, a quarter is split by the Counties of said State, and the last quarter is split per capita based on US Census figures such that every legal community in the State gets paid a per capita share to include all Cities, Townships, Villages, Port Authorities and Tribal Lands, to establish a permanent and constantly increasing revenue system that will grow as the system grows.
