              The story and research of the ITC began in 1995 within the mind of a young technological entrepreneur Justin Eric Sutton. His domain is nested within the walls of an American Historical Building built just after the civil war, which used to be the Lake House Pavilion Dance Hall on Whitmore Lake.  The Sutton Family may be traced to one of the first settling families in Northfield Township.  Back in the day of the Lake House Pavilion, people would take a train to the east side of the lake and take a little steam boat across to the little town of Whitmore Lake where a modest hotel and resort setting awaited the leisure anticipating travelers.

             Alas, the Interstate Traveler Project's humble beginnings envelope state of the art technology providing world class economic solutions which shall impact our daily lives to enrich family ties, educational and cultural opportunities, widen the scope for accepting job and career growth and will simultaneously enhance manufacturing development for the automotive industry.

             Justin’s years of research and original sketches became a top priority in 2002 when a call for solutions rolled out through the Federal and State Departments of Transportation Ten and Twenty Year Plans establishing the recognition for the need for a mass transit solution, using existing infrastructure and establish a standard protocol to be applied nation wide.  As a professional colleague for several previous developments, Lark L. Samouelian joined Justin through Samouelian Communications to expand ITC corporate development.

               The Interstate Traveler itself is an elevated maglev rail mass transit system which is based upon a conduit cluster methodology run on hydrogen and solar power.  The intent of the system is to provide a solution in response to state and federal studies on transportation challenges and needs over the next twenty years. 

                The substations are particularly important as they support the hydrogen distribution system as well as other utilities including fiber optics, water, electricity etc.  To insure ease of access to the general public and to accommodate our automotive society; our design provides a standard gauge to support cars of many types.  The Interstate Traveler Mag-lev cars will include include public and privately owned cars for transport of pedestrians, individual automobiles or cargo. 

                Our intent is to make use of the real-estate within the existing interstate highway infrastructure allowing for the connection to metropolitan area loops.   Our system may also extend into alternative transportation routes such as existing National and International Bridges as well as abandoned rail corridors. Our project/company is ready to join the alternative energy neighborhood and is being invited by The Ann Arbor Transit Authority to develop a prototype metropolitan loop to serve the City of Ann Arbor.

             Within The Interstate Traveler Company we have additional creative concepts which are developed to enhance the pedestrian once they reach the metropolitan area. The ITP shall unfold the global network which will engage Michigan as the leader to the alternative energy economy.

            The system will be constructed by a collaboration of rail production and installation by the Interstate Traveler manufacturing facilities and maglev car production by third party vendors.

             We have a team of corporate advisors and advisory board for international business who have been meeting to support our business plan from:  CPA, Legal, Electrical, Design, Mechanical and Energy Systems, to Marketing and Communication Networking.  Our business plan accommodates a 3 Phase Development Process to also support venture capital recruitment. Thus far we have been funding the project ourselves with in-kind services for: web development, public speaking outreach, political contact venues, and return on investment analysis, C.P.A. services, design services, illustrations and legal participation.

                The installation of a major fiber optic network fully integrated into our Rail Conduit Cluster  provides for redundancy of the Internet backbone and will help provide the required communications infrastructure to support wireless communications by installing antenna arrays at each terminal station and utility substation along the way.  Many have asked why we would include the fiber network, there are many reasons and they include the control system for the maglev network itself, and in making an effort to match the long range objectives of the President's Information Technology Advisory Council.  http://www.hpcc.gov/ac/

               Due to the magnitude of our solution to interconnect multiple major metropolitan areas over large geographic areas, we recognize that financing would call for a team of venture capitalists and municipal administrators to arrange Federal and State grants.

Utilization

Based on existing traffic analysis on most major highways, there are over 50,000 vehicles that traverse these highways every day, and some cases many more than 50,000.  Each initial 100mile installation of the Interstate Traveler provides for 400 maglev cars and 400 car ferries.  400 maglev cars is only .008% of the normal vehicular traffic on the highway segment in question.  Even with our 400 cars at 50% capacity, we still present a 10 year return on investment for the capital costs.

Solutions which may lead to a thorough understanding of the corporate structure and advance an understanding of the grant and venture capital interests are:

 #1. A solution critical to the automotive development of hydrogen cars is the hydrogen distribution network which is the foundation of our ITP mass transit system.  Every 4 kilometers is planned a sub-station.

 # 2. Another economic solution as we are entering the age of alternative energy: The ITP maglev rail concept using solar and hydrogen power is state of the art. Solar power development has been studied for twenty years. The Michigan hydrogen company resources fill a conference room.

 # 3. A solution to reinforce the workforce: The structure of the rail and cars are all components which are off the shelf; even though many folks consider the characteristic futuristic. We will build in multiple site rail manufacturing centers. The job market increases as the residuals of the ITP development momentum increases throughout the United States with sister Countries introduced by each state.

#4. The automobile companies have a manufacturing opportunity to build the rail cars and car ferries. People love their automobiles, our dual transport solution supports this innate need. Travel as a passenger in the people car; or sit in your own vehicle and ride in single car ferry.

#5. A system of continuity is a transportation solution requested by the Federal Transportation Legislation. The TCP/IP protocol is how our system will function. The internet is based on this nesting domain structure. Timing and redundancy are realistic components and the manufacturing industry is using this methodology today. No accidents, no need to be concerned about inclement weather, transportation on time etc.

#6. A solution to expand and reinforce our educational and cultural system. Cultural and Entertainment Centers and Universities etc., may own their own transport cars and thusly, have a revenue source which will have a secure and long-term return on investment. Simultaneously increase the ease of transport for our population.

#7. Solution requested by the Federal Government to make use of existing infrastructures: The real-estate where the ITP will be built is dedicated to transportation which must also distribute fiber optics... alas our conduit cluster.

#8. The conduit cluster shall revitalize the municipal aging utility infrastructures. Example: water systems and gas. The new need for hydrogen will be available as will the byproduct which is clean water.

#9.A solution to help the general population understand the alternative energy jargon. We are continuing to speak and educate groups. For example we are continuing to speak to Regional Planning commissions (Saginaw area and Traverse City area in January); Detroit City Counsel has scheduled our presentation for January 31, 2003.

Management and Backgrounds

Justin Eric Sutton, the founder of this project is a technology development entrepreneur. He is formally schooled in mechanical engineering, robotics and process control and geophysics. He is founder and vice president of ACT Computers, Inc. since 1993.

Lark L. Samouelian is the communications controller advising to the project through Samouelian Communications Inc. Lark is the president and founder since 1997.  Her formal background specializes in community-government relations (fifteen years) and interactive communication network administration. 

Justin and Lark have similar corporate philosophy which lends to an ideal working environment. Their confidence is reinforced through their team management approach, welcoming experts into their corporate organization.

Justin Eric Sutton

As the founder of the Interstate Traveler Project, I am very pleased to be surrounded by so many talented people.  My job is to help new executives assimilate into their respective departments, and provide them with all the tools they need to do their job.

Management Philosophy:

Central to my success over the past ten years in the information systems industry has been effective relationship management.  With every new contract there are new groups of people to know, understand and teach.  To communicate the details of a solution to a problem I was contracted to solve becomes a fantastic challenge that I enjoy mastering at every level. 

Ability is the nature of genius and time is the common denominator among all people.  Therefore, the genius of people is found where time is properly managed.

     Work = Force over Time...   and Efficiency is born of this equation.

To be successful in project management, first all manner of detail must be accounted for regarding, labor, materials, new processes to be implemented, old processes to be defunct, and transitional processes to accommodate change.  Once all time (work) and materials are accounted for the values for such time and materials may be totaled.  This information is used to determine return on investment where such determination may warrant a re-visitation of the workflow to further refine the process and reduce cost.

Extensive training for client personnel is paramount to the success of any project.  Without the client fully understanding the nature of a solution the value is not fully perceived.

The responsibility of leadership is not merely the giving of instructions to those hired to complete a task, it is the recognition of greatness in those appointed to the task.  The delegation of authority is giving someone the freedom to do something so well, that they can call it their own.  If you must first give to receive, and if justice is to receive in kind what was given in kind, then great rewards are due for great accomplishments. 

Computer Consultant History:

My career in computer information systems began when the 486 was new and a CD-ROM was the newest most sought after technology back in 1992.  After mastering MS-DOS and many facets of the MS Windows 3.X,  I provided services in areas ranging from network setup and design, to building custom photo editing workstations with all the trimmings.  After a year and a half I was introduced to the IBM voice recognition technology and made voice recognition and transcription systems my primary consultantcy.  In the years hence, I have had many great experiences and happy customers whom have enjoyed the benefits of my work.    Today I am able to deliver a system under any version of the MS Windows Platform and effectively plan and manage Windows 2000 Active Directory security and TCP/IP network topology. 

As part owner of ACT Computers, Inc. established in 1993, our primary market place at the time founded was providing medical office management systems.  In 1995 we became the first company in Michigan to be certified in IBM ViaVoice and were instated in several IBM representative contracts.  In 1997 we were awarded the number one position in the nation in the national IBM reference contest for the installation of IBM MedSpeak.   For more detail, please see our website: www.ACTComputersInc.com  

My experience with the communications industry includes the study of LANs WANs Metropolitan Area Networks, Sonet Rings, and in-depth study of TCP/IP.  I am familiar with DSUs, Multiplexers, Voice of IP, and numerous other areas of communication interface technology.

 

IBM Contractual Relationships:

   Beginning in 1995, we signed a representative agreement with IBM known as the IBM BesTEAM program.  This agreement was later complimented by the signing of the IBM BusinessPartner agreement.  The greater part of these relationships was employed to market IBM voice recognition technology.  Over the term of these contracts, which are still in effect, I have the honor to say that one of my suggestions was implemented in the IBM MedSpeak/Radiology application v1.4, and I was yet honored by winning the national reference contest for the MedSpeak/Radiology product.  Many other great successes and great relationships have come to pass with IBM and their people.

 BIO for Lark L. Samouelian 2002

 Lark L. Samouelian has been a professional in the field of ‘communication enhancement’ for two decades. 

A career of outreach into the community through multimedia development has kept Lark’s creativity in perpetual motion. She is energized every time she is hired to spearhead a ‘team’ to pioneer the creation of a new idea and turn it into a network. “I love working with groups of people, because together, we may achieve anything.  Only in partnering do we master the successful interactive technological applications!” 

A pioneer administrator forging interactive networks to develop services for corporate, education, government and the public is the essence of Lark's history.  Her management talent has enabled projects to successfully coordinate internal staff, auxiliary department and legislative staff as well as outsourced manpower.  Lark has been fiscally responsible for all the projects; with all her builds coming in on time and significantly under budget.

Lark pioneered the creation of a tri-city cable television network for the Southwestern Oakland Cable Commission as its Executive Director.   “Having the daily public, educational and government involvement was such a privilege,” Lark emphasizes, “ I thrived upon sharing goals and dreams; all the while, using television production to its greatest potential; that being, the enrichment of peoples’ lives.”  The Southwestern Oakland Cable Commission is thriving today; all the while building an even larger facility to support the thorough communication offerings so richly deserved, for their citizens.

Appointed by Governor Engler, Lark, project managed the creation of the State of Michigan’s Government Television Network, MGTV.   She developed the Governors’ goals to  ‘open the doors to all Michigan’s’ citizenry’.   Thusly, throughout all the politics, Lark prevailed by bringing all party factions to the ‘build-planning-table’. The cable television industry distributes the signal throughout the state and administrates the day today functions. To date, MGTV is one of our nation’s most thorough coverage of a state government with a full time legislature.

Samouelian Communications Inc. was created in 1997.  The company’s 2002 marketing mission has been to energize corporate,  public, education and government new product service development.   Over the past six years, Lark has created internal corporate  training multi-media materials; and represents companies providing services such as: closed captioning, video description and voice recognition on entrepreneurial startup projects of national distribution significance.

Based on a 32% right-of-way usage fee, where 8% is paid directly to the Federal Treasury, State Treasury, the County Treasury, and the City/Township Treasury wherever the Interstate Traveler is installed. Said 8% share is divided by the number of Counties and City/Townships respectively. Where a system comprised of 400 passenger cars, 400 car ferries, 100 terminal stations, 100 car ferry ramps 400 kilometers of rail serving three or more major intercity highway corridors, generating an estimated $200 million in revenue annual, the Revenue would be paid in the following way:

Appendix F

The “IT” Economic and Environmental Impact Summary

 The Interstate Traveler is a multi-tiered business model. It is a “pipeline company”, states founder Justin E. Sutton. “The pipelines we are installing are controlled by the same TCP/IP system that controls the maglev rail component, which is a pipeline unto itself. The fiber optic component is nothing more than a pipeline for light, and the highways are a pipeline for cars. It is all the same to us.” Our strength lies in the economic and environmental impact issues, which are tied in throughout primary and auxiliary services, and revenue streams. The environmental friendly, quiet, 'IT' is intended to make use of the existing interstate highway system, which was established during President Eisenhower’s administration.  President Bush’s PITAC calls for development of transit, which will have national continuity and redundancy using the existing highway infrastructure.

  Our Interstate Traveler (IT) service offerings are:

Mass Transit

Maglev is clean and quiet. The IT design is elevated, thus, out of the peripheral vision so as not to interfere with the existing traffic patterns. The IT may be built        ‘on’ itself making use of IT construction vehicles. Therefore, there will be minimal interference with existing commuters or natural environments.

Rail car design alternatives offer rides to: individuals, personal vehicle and its   passengers; corporate, educational or medical destination rail cars; and light freight. The rail car designs offer design and manufacturing opportunities to existing industries. New job opportunities would exist and insure the continued employment of workers in manufacturing industries that diversify to manufacture rail cars. Existing transit authorities may host the IT rail car to supplement their existing service.

IT Rail manufacturing plants will be created in every participating state and country. These will be the hubs of state activity to build the IT systems. A workforce will be needed in each area to build and maintain the IT system. Our IT Cultural Outreach Managers will host respective sites and engage the appropriate sister country to build international relations of the IT system. Our corporate offices are slated to be located in the NextEnergy Zone in Detroit, Michigan.

Commercial Business and Educational Institutions will be able to host rail cars and schedule to support their service offerings. The mass transit will enable people to secure jobs, education, or travel for leisure to locations previously prohibitive due to distance or inclement weather. The time saving aspects of the IT system cannot be calculated at this time, but the impact on business as well as personal time savings will benefit everyone using the system. There will be no delays due to snow, rain, fog or other inclement weather.

The automotive industry shall be enhanced because the auto rail cars enable the passengers within to become passive drivers. Thus, they will be able to make use of the telemetries and media options within their own automobile with ease and safety whether for entertainment, business, conversations or relaxation.  The business liability for using these devices while in transit will be diminished.

Businesses located near substations will potentially be enhanced by the new traffic at substations.  New businesses could also be located at or near the substations. Existing Transit operations will have a finite destination to and from the IT substations 24/7.  This will allow businesses to plan for the demand for their services.

            Advertising in multimedia packages will be available throughout the system.        Public Service announcements and Community Activity Calendars will also be        available. Due respect will be accommodated for in-state advertising guidelines.

 Alternative Energy Distribution System

            The IT will be self-sufficient, relying on the alternative energy of hydrogen and     solar power; eliminating the need for fossil fuel.

              The solar panels located upon the main rail will create enough energy to operate            the IT as well as have surplus  electricity to provide new or redundant offering to          areas the IT is passing by.

             The substation every 4-6 kilometers or so will have a hydrogen distribution        environment. This will support the automotive need to have fueling stations for       their new automobiles.

 New, permanent, jobs are necessary to support the hydrogen stations and substations.

Entire new curriculum in educational systems will be derived from the development of alternative energy and its derivatives.  In Michigan the NextEnergy Zone and the MEDC are cooperating closely with universities to

enhance such offerings.  The use of the IT system will be a hands on experience helping the public to have a clearer understanding of  what alternative energy means as the economy changes away from reliance on fossil fuels and current forms of electricity.

Conduit Cluster to support municipal infrastructures

            The aging utility infrastructure will have relief provided by the IT.

The by-product of the hydrogen process is clean water. Areas who need this infrastructure support, will be able to source their water supply from the IT system.

The electricity derived from the solar power will drive not only the IT system but also support electricity to residential, educational institutions or corporate neighborhoods where redundant systems are needed or utility infrastructures are nonexistent. This will truly be an asset to rural areas that do not have the availability found in urban areas.  

            Liquid or vapor gases may also be transported in like manner.

            SMART’ housing developments are catching on throughout our country. This    new infrastructure will create an ease of access and redundancy.

            The distribution of fiber optics will provide a national redundant network and     also lay the foundation for the wireless nodes network.

            Initial Governmental and Community Outreach Support

                        Michigan Area Regional Councils of Government and Planning Commissions have enabled Justin and Lark to assure an accurate assessment of urban and community’s feelings and need for mass transit, alternative energy and municipal infrastructure support.  Both Governor Engler’s staff has been appraised through the MEDC as has the Governor Elect Granholm’s Transition staff.

                        State of Michigan House of Representative Gene DeRossett has determined that our IT project has the accurate elements to merit further study. The Michigan House Transportation Committee, Governor Granholm and the entire Michigan Senate and House of Representatives Legislature will have access to our elaborate business economic plan. Because our IT Project is for all peoples and to support and enhance our economic environment we are proud that Rep. DeRossett has a reputation for fairly considering the merit of issues rather than that of simple political introduction.  The IT project must be recognized as a bipartisan endeavor.

                        U.S. Congressman Mike Rogers’s staffs have studied our proposal and shall enable our International Traveler Project to be introduced to the US Federal Government. We shall present our business plan to Congressman Rogers in mid February.

                        The Detroit City Counsel has accepted our petition to present the IT system and Mayor K. Kilpatrick has sent a representative to our Advisory Board.

                        As of January 2003 there are several other entities outside of Michigan in quest of our information; for example from within the States of Washington, North Carolina and Florida.  We are also in conversations authorized through the U.S. Department of Commerce with other countries.  Upon research of available systems our International Traveler is forging ahead and picking up momentum.  Our IT professional team consists of predominantly Michigan companies who are able to interface with our global solutions.  We are assigning Cultural Outreach Managers within the other states to replicate our efforts.  Please see our Advisory Page on our website to meet our primary team of Corporate and International Advisors.  This team simultaneously shifts into full gear to implement the manufacturing and production process as the purchase orders are received.
