Four Freedoms Monument Corner of Range and Base Street, Madison, Fla. The Four Freedoms were the cornerstone of Franklin D. Roosevelt’s State of the Union Speech to Congress in January 1941. A monument depicting the Four Freedoms was designated by Walter Russell and dedicated to America’s First World War II hero, Madison native Colin P. Kelly.
